Horizon West: the public pieces are finally landing — two parks open in 2026, the library is weeks away

Thirty-one years into its master plan, Horizon West's civic catch-up is visibly underway. Orange County opened Phase 1A of Horizon West Regional Park in February — $15.6 million of access road, trail, pavilion and an inclusive playground — and cuts the ribbon on the smaller Watermark Park next to Panther Lake Elementary on August 31. The community's first library, a 20,000-square-foot branch on the park campus, is down to shelving and finishing touches, though the county still hasn't named an opening day. Meanwhile the road crews are everywhere: the Ficquette, Reams, Flemings and New Independence Parkway projects all run through early 2027.

Orange County scheduled the grand opening for 10 a.m. Monday, Aug. 31. The $1.8 million, 5.69-acre neighborhood park — the county's 115th — has dog parks for small and large dogs, playgrounds for ages 2-5 and 5-12, a perimeter walking path and a pavilion, directly in front of Panther Lake Elementary.

Horizon West: Regional Park Phase 1B broke ground — splash pad and kayak launch due spring 2027

Orange County broke ground June 18 on the $5,565,000 second phase of the Regional Park: a splash pad, power and water hookups for a farmer's market, a kayak and canoe launch on Lake Hartley, expanded parking and sidewalks. Estimated completion is spring 2027, part of what Mayor Demings put at more than $21 million of total park investment.
